Arrested Development Arrested Development is an American alternative hip hop group founded by Speech and Headliner as a positive, Afrocentric alternative to the gangster rap popular in the early 1990s. They had their first hit single with "People Everyday", which went to No.2 in the UK, the Top 10 in the Billboard Hot 100 and No.2 on the US R&B chart in 1992. It samples Sly Stone's well known number "Everyday People". The group released their ninth album "STRONG" in 2009 and had a top ten hit with the single "The World Is Changing" in Japan in 2010.
